Operating Division : Transnet Freight Rail Position Title : Technician Employee Group : Permanent Department : RN-TCC-TCC-Network Performance/Plan-PKT Location : Parktown Reporting To : Chief Eng Technician Grade Level : G Reference Number : 50008243 Position Purpose : To monitor, measure, operate, install, restore, co-ordinate and manage TFR National Telecommunications access, transmission and data infrastructure, including all applicable services. Position outputs : NETWORK FAULT MANAGEMENT AND INCLUDING THE FOLLOWING: •Ensuring that all the applicable network related incidents are assessed, reported, recorded and updated accurately on the applicable management systems. •Network Fault/Alarm verification, assessment, localizing and correlation of faults including pre-checks with 3rd suppliers (e.g.Neotel, Infraco, Eskom). •Assigning of fault tickets to the appropriate field technicians in order to effect speedy repair to telecommunications infrastructure and co- ordinate maintenance teams when necessary. •Ensure database & notifications on fault status and planned work (occupations) are accurately updated at pre-defined

intervals, and distributed to internal stakeholders as well as third parties (e.g. Neotel / Metrorail) •Hand-over faults when necessary to the applicable Technical or Helpdesk staff & communicate accordingly Handle 1st &2nd level NMS Alarm monitoring, especially urgent and/or critical alarms & Network domain management, correlation , pre-checks and TCC pre assessments (as per list/category & procedure/processes, including remote diagnostic software and portals) e.g. mains power, power cord, transmission, multiplex and new bridge failures, loop test, other NOC’s and applicable test rooms and 3rd party NOC’s etc. •Any problems with any of the NMS terminals must also be treated as critical and need to be urgently reported and/or escalated respectively etc. •Network Fault/Alarm verification, assessment, localizing and correlation, including environmental alarms, especially power failures & door alarms & act on it accordingly and proactively. • Attend to TCC notifications (template) and handover reports, including 3rd party (e.g. Neotel, Infraco etc.) notifications on service breaks, updates and service restoration. •Monitor and/or track the progress on all outstanding issues e.g. occupations that was not successful, temporally repairs, engineering type of problems, deferred incidents etc., including timelines •Advising NCCC of the probable delay in service restoration and/or applicable handover acceptance amongst others •Taking direct remedial action and ensure that staff & resources are optimal utilized •Update and/or follow up reported & escalated incidents where applicable e.g. as per required time frame etc •Manage and tracking the progress of Service restoration, Site access plus occupations and ensure/check that the applicable technician and/or party have received the correct fault and/or approval (part of pre-checks). •Co- ordinate maintenance & security teams when necessary escalating and notifying on a daily basis, the serious problems, including unauthorized working parties to higher authority/management and/or higher specialist ensuring correct and accurate incident info is recorded on all the applicable systems •Closing/clearing faults after doing a final technical analysis. •Challenge update and clearances where applicable

SYSTEM CONFIGURATION MANAGEMENT AND INCLUDING THE FOLLOWING: •Keeping and maintaining accurate records (databases and drawings) of the TMN/NMS infrastructure, including bandwidth provisioning and relevant network incident support information e.g. contact numbers, site info, power back-ups, travel distance, procedures etc.(blue operational file) •Attending to service requests and maintain routine system checks per shift and monitor reoccurrences accordingly •Assist with allocating of circuits and channels & tracking of re-routed trunks •Assisting with info confirmation details on circuits, channels, bandwidth, power backups etc. •Monitoring and recording the progress of occupations and site visit requests. •Attending NOC meetings, customer interface meetings and courses, including tele-conferences •Performing schedule database backups on the management systems

NETWORK PERFORMANCE MANAGEMENT AND INCLUDING THE FOLLOWING: •Daily studies and assessments of fault and network quality report according to statistical and topology information supplied by the Network Management systems for trends, correlation, potential threshold problems, traffic studies, including re-occurrences etc. •Indirectly control the performance of maintenance staff and 3rd party involvement. Be responsible for network performance (mttr /ETA/ETR & availability) •Applying and Maintaining NOC processes and procedures, including alignment with other NOC’s & ensuring rapid/proactive restoration of all network related failures as per SLA or MOU •Assist with NNOC audits, NCCC, Infra and Customer queries •Provide and/or attend to training and support functions as required e.g. SMS, Tel bills, Site access/visits. •Promote and manage the industrial safety, loss control and risk management program, including green area talks & office daily per shift clean up at all times

•Assist with completion of a Network operational quality and availability report for management, including reports for 3rd parties. •Be able to setup NMS reporting trails as and when required. •Investigate reported incidents and complete a post mortem reports on request. •Assist with daily morning tele-conference duties, including weekly conference reports and incident follow ups etc. • Provide feedback accordingly •Practice effective communications, team working and Office etiquette skills on a daily basis

Qualifications & Experience : •National Diploma in Electrical Engineering (Electronics/ Light Current) •Experience in Telecommunication network operations and maintenance •Experience in control or testing centre, including safety procedure
